An analysis that considers the level of provision of a good or service achieved from a given level of inputs. It is used in assessing undertakings where it is not possible to use cost-benefit analysis, which normally requires that the value of both the inputs and the outputs is put in monetary terms.
Difficulties arise with cost-effectiveness analysis in the health sector in the assessment of the health impact of goods and services, and in identifying the costs to be included and in their appropriate valuation.
