  1. A conceptual and strategic framework that spells out goals and objectives, priority themes and key strategies to be addressed by relevant operatives at all levels.
    It defines, for example, an agreed vision within the context of humanitarian coordination and traces a road map of actions to be undertaken to realize this vision.
